When a dwarf is performing a "Place Item in Barrel" (et al.) job, the container is "locked", preventing all other actions, including workshop jobs retrieving an object for crafting. Either change the settings on the stockpile, or look in the channel under your archery room and un-forbid the. You have a few hundred bronze bolts, but they are virtually all forbidden since they were fired at archery targets.
